Changes in the Japanese Innovation System and »New« Japanese Innovation Policy
In a project financed by the German Federal Ministry of Research and Innovation (BMBF) for the German Council of Innovation and Growth, an overview of the Japanese innovation system, innovation policy and indicators relevant for science and technology was elaborated. The following contribution summarizes the analyses which were performed by the author at the Fraunhofer Institute for Systems and Innovation Research, jointly with Iris Wieczorek from GIGA Institute of Asian Studies, Hamburg.
We asked which changes have occurred in the Japanese innovation system during the re-organization of the ministries and research organizations since the year 2000 (see ISI/GIGA/STIP 2008). Besides the formulation of a Japanese »innovation policy« to broaden the established research and technology policies since the Koizumi era, we perceived several changes which should establish stable and clear framework conditions for all actors. Through qualitative analysis based on documents and internet searches we identified and described which ministries, organizations and institutions assumed new tasks or will assume them in the future, and how the interaction of the different actors in the innovation system has been newly organized.
