Intellectual Property Strategy for the Content Industry in Japan In February 2002, one year after the Japanese economy had reached the depths of the so-called »IT Recession«, then-Prime Minister JunichirÅ Koizumi announced a policy statement in the 154th Parliament proclaiming the establishment of an »Intellectual Property-based Nation« (chizai rikkoku). Since this declaration, the focus of economic policy has shifted from the previous excessively one-sided orientation promoting the production of tangible commodities to a national strategy that supports the production of intangible goods. This chapter will consider the intellectual property strategy that has been implemented by the Japanese government since the beginning of the twenty-first century, shedding light on its actual effects on the content industry.
